2021年12月10日上午，B体育APP官网下载召开财税论坛（2020-2021年第61期）。本次论坛邀请到芝加哥伊利诺伊大学副教授Deborah A. Carroll作了题为“The Impact of a Revenue Neutral Carbon Tax on Substitution of Natural Gas for Coal in the Electricity Sector”的讲座，B体育APP官网下载师生参加了本次论坛。
本次论坛采用Zoom会议线上直播的方式进行，由B体育APP官网下载刘金科副院长主持，孙景冉老师担任评论人。讲座伊始，刘金科副院长在致辞中表达了对Carroll教授和所有与会师生的热烈欢迎，并指出财税论坛是一个“聚焦前沿，开放交流”的平台，希望疫情期间借助“云会议”为国内外一流学者和学院师生提供交流合作的机会，促进学术创新和发展。
首先Carroll教授介绍了碳税的研究背景，增加NGCC（天然气联合循环）发电利用率可以替代煤炭、减少CO2的排放量，并且NGCC的利用率可以通过CF（Capacity factory)来衡量，并且通过图表来直观展示NGCC的利用可以减少CO2的排放量。接下来介绍了本文的方法论，第一是NGCC在2003—2017年的月CF值的固定回归效应，第二通过反事实分析碳价格提高NGCC使用率和减少CO2的排放，第三是研究来自于碳税最佳价格的收入。其次Carroll教授又具体介绍了实证模型，构造了NGCC的月份CF值的固定效应回归模型，文章的数据来源于EIA(Energy Information Administration)。之后Carroll教授介绍了实证结果，结果表明在0.75的价格比(coal/NG)时NGCC CFs最高，在0.4-0.6价格比之间，或天然气价格在4.2-6.3美元之间，利用率增长最快。接下来介绍了反事实结果，估计了在不同碳税下的CF值，也预测了未来NGCC和煤炭生产的趋势。最后，Carroll教授介绍了税收的影响，得出结论，即每吨征收220美元的碳税才能达到75%的清洁能源计划目标，并且短期内增加NGCC的利用率能够代替煤炭，减少CO2排放量。最后，孙景冉老师高度评价了Carroll教授的研究，并就相关政策和如何测算这些政策与Carroll教授进行了讨论，以及对未来碳税实施具体情况进行了设想。刘金科老师也就碳税价格问题、碳税造成的税收负担等问题与Carroll教师进行了进一步的交流，大家都受益匪浅。
主讲人信息：Deborah A. Carroll, associate professor in University of Illinois Chicago. Her research focuses on financial management and fiscal policy issues of state and local governments, particularly related to taxation, revenue diversification, revenue stability, and urban economic development, as well as on the interconnectedness of the government and nonprofit sectors and the implications for tax policy, tax burden, and public service provision. Dr. Carroll serves as Editor-in-chief of the Journal of Public and Nonprofit Affairs, also has served on the governing boards of the Southeastern Conference for Public Administration (2011-2013) and Association for Budgeting and Financial Management (2006-2008), as editorial board member of the Journal of Public Budgeting, Accounting, and Financial Management (2020-Present) and Urban Affairs Review (2009-2011), as Associate Editor of Public Administration Review (2015-2017), and as Treasurer of the Association for Budgeting and Financial Management (2013-2018).
